I recently checked with Washington State Parks to clarify the use of the state park mooring permit at Beacon Rock. The website indicates the permit is for use in “saltwater only”. Washington State Parks HQ has indicated that the permit is valid as they consider Beacon Rock to be at the end of “brackish tidal waters”
